CHARTER/General Provisions

1.1 National Book Award shall be established by “Ali and Nino” Publishing House.
1.2 Award founders shall pursue the following objectives in the establishment thereof: concentration of public attention on Azerbaijani literature, search and motivation of authors of literary works capable of significant contribution in the Azerbaijani culture and increase of a social value of modern Azerbaijani culture and literature.
1.3 Award shall be presented on a yearly basis. Commencement of the Award process shall be announced through mass media.
1.4 Applicants shall submit short stories, narratives, novels, collected narratives and/or short stories consisting of not less than 40 000 signs (spaces included).
1.5 All works written in the Azerbaijani language irrespective of the author’s nationality and works written by Azerbaijani citizens irrespective of the language they аre written in will be submitted for participation in the competition.
1.6 Applicants shall submit literary works written or published not later than 10 years from the moment of announcement of the commencement of award process.
1.7 Applicants shall have no limitations related to their age, place of residence and publication place of the works submitted.
1.8 Number, amount of awards as well as extent of award fund and address for submission of manuscripts shall be established by the Award founder on a yearly basis and announced prior to commencement of the submission process.


CHARTER/Application Procedure

2.1 Literary work shall be submitted by the applicant-author him/herself.
2.2 Applicant shall be entitled to submit both published and non-published literary works. Manuscripts submitted shall be neither edited nor returned.
2.3 Work submitted shall be written not later than 10 years following announcement of the commencement of award process.
2.4 In the event if the work written in co-authorship becomes an award-winner, the amount of award shall be shared pro rata by co-authors.
2.5 Every applicant shall be entitled to submit up to three works.
2.6 Minimal volume of the submitted work shall be not less than 40 000 signs (spaces included), whilst no limitations shall be applied in respect of maximum volume thereof.
2.7 Applicants shall send the following documents to the email address of the Award:
- Manuscript (created in word processor). Typed or hand-written texts shall not be considered.
- Completed application form containing all necessary information in respect of author – Name, contact numbers, curriculum vitae, publications list (if any) as well as full title of the work. Application form shall be available on the Award site and shall be submitted along with manuscript.
2.71 Only letters sent to the email address of Award and containing the abovementioned documents (Clause 2.7 herein) shall be reviewed.
2.8 All submitted works shall be assigned a registration number.


CHARTER/Award Jury

3.1 Award Jury shall be approved by the Award founder.
3.2 Jury shall include 20 members of different professions: writers, scientists, businessmen, public figures, cultural figures, journalists.
3.3 Jury member shall not be entitled to submit his/her own work.
3.4 Jury member shall not be a member of Experts Council.
3.5 Jury members shall be replaced on a yearly basis.
3.6 Jury members list shall be published on the Award site.
3.7 Jury members shall read short-listed works and assess them based on a ten-score rating scale in compliance with voting bulletin.
3.8 Completed personal score list shall be submitted to the Award secretariat by a Jury member.
3.9 Jury member shall not be entitled to withdraw a completed score list or make any changes therein following its submission to the secretariat.
3.10 Decision taken based on Jury voting results shall be final and not subject to reconsideration.


CHARTER/Experts Council

4.1 Experts Council members shall be approved by Founder.
4.2 Experts Council may consist of writers, translators, literary critics, philologists, scientists, personnel of publishing houses and libraries as well as mass media representatives.
4.3 Experts Council member shall not be a member of Jury.
4.4 Experts Council members shall assess applicants’ works. Upon conduct of such assessment Experts Council members shall be guided by their literary taste.
4.5 Experts Council members shall not be entitled to submit their own works for Award nomination.
4.6 Experts Council shall announce long-listed works not later than the date stipulated in Clause 6 herein. A long list shall consist of works submitted for award nomination and pre-selected by Experts Council, including compliance of the work and cover documents with the terms and conditions set forth in Clause 2 herein. The list shall be published on the internet site of the Award and announced in the presence of mass media representatives.
4.7 Based upon results of long-list review, but not later than the date specified in Clause 6 herein, Experts Council shall submit up to ten short-listed works to Jury. List of short-listed works submitted by Experts Council members to Jury shall be approved by a general decision of Experts Council. The list shall be published on the internet site of the Award and announced in the presence of mass media representatives.
4.8 Short-listed works shall be announced in the presence of mass media representatives not later than on the dates established in Clause 6 herein and shall be published on the internet site of the Award.
4.9 Experts Council members shall not be entitled to make any public comments in respect of works submitted for award nomination, nor shall disclose any information known to them in respect of long-listed and short-listed works before such works are made public.


CHARTER/Voting Results

5.1 Award winners shall be determined through an ordinary calculation of the number of scores received from Jury members having voted.
5.2 In the event if several works receive the same number of scores, a number of bulletins with the highest score for such works shall be calculated. The work with the majority of the highest scores shall be announced a winner. In the event of parity of such indicator, the number of bulletins with the next-to-the-highest score for such works shall be calculated and so on.
5.3 Score number shall be calculated by Calculation Committee. The committee shall consist of the personnel of the Award secretariat.
5.4 Prizes alongside with bonuses shall be presented to the authors of works which become Award-winners.
5.5 Score lists completed by Jury members shall be kept in the Award secretariat for a year following announcement of the results thereof.
5.6 Jury’s voting results shall be announced on the award ceremony in the presence of mass media representatives and shall be published on the official site of the Award.


CHARTER/Terms of the Award Process

6.1 Award shall be announced not later than 25 November of every year.
6.2 Works submission shall commence on the day of Award announcement.
6.3 Deadline for works submission shall be 10 January of every year.
6.4.Long-listed works shall be announced not later than 20 March of every year.
6.5 Short-listed works shall be announced not later than 27 March of every year.
6.6 Award-winners shall be announced not later than 31 May of every year.
